Priorities set by the Ministry of Agriculture for Latvia’s presidency of the European Union Council

Latvia has assumed presidency of European Union Council. Latvia must perform this responsible task in the first half of 2015 and it is for the first time in its history.


The Ministry of Agriculture has set up three priorities for the sector: improvement and enhancement of competiveness of the EU agricultural production, sustainable forest management model based on experience of EU Member States and a sustainable management of fisheries resources – multiannual fisheries management plans and fisheries control.


The Ministry of Agriculture has also identified topical issues to be addressed during the presidency.
In agriculture - a significant issue will be Regulation on organic production and labelling of organic products and simplification of Common Agricultural Policy.


In fisheries - Regulation on Multi annual fisheries management plans, review and possible amendments of EU system for Fisheries controls and the external dimension of fishing (Fisheries partnership agreements with non-EU countries).


In forestry – the focus will be on the United Nations Forum of Forests – UNFF, New York.


In the area of veterinary medicine, phytosanitary and food safety – legislative proposals on animal and plant health, official controls and plant propagating materials as well as legislative proposals on the chain of medicated feed for animals, novel foods, veterinary medicine and medicated feed for animals, etc.


The Ministry of Agriculture has outlined the most significant international topics. One of them is UN Forest Forum on a sustainable management of the forestry sector, to be held in New York, on May 4 -15, 2015. Renewal of WTO Doha Round activities is possible and that is also in the scope of important issues for the Ministry of Agriculture. The Ministry of Agriculture is also interested in cooperation – providing consultations on cooperation and education of farmers to Eastern Partnership and Middle Asia countries.


Thursday, January 8, 2015 there will be a meeting held for Latvia’s government and the panel of the European Commission Commissioners to discuss the program and priorities of Latvia’s presidency. The panel of Commissioners consists of EU President, Jean-Claude Juncker, seven vice-presidents, amongst others, the first vice-president Frans Timmermans and the High Commissioner for External and Security Matters, Federica Mogherini as well as 20 Commissioners.


After the meeting with the panel of the European Commission Commissioners, the Minister of Agriculture, Jānis Dūklavs will have the meeting with two Commissioners of the European Commission – the Commissioner for Agriculture and Rural Development, Phil Hogan and the  European Commissioner for Maritime Affairs and Fisheries, Karmenu Vella. During the meeting, a discussion started already in December, will be continued, regarding priorities of the sector and the main topics to be addressed.
